Diane Zachary

Diane Zachary is President and CEO of Kauai Planning & Action Alliance. She moved to Kauai in 2003 after 18 years on Maui. In addition, she serves on the board of directors of the Kauai Public Land Trust, Waioli Corporation and as a member of the Kauai Workforce Investment Board. Previously, she served as a member of the Kauai Tourism Strategic Plan Advisory Committee and County of Kauai Solid Waste Advisory Committee.

For seven years she was the President and CEO of the nonprofit Maui Pacific Center, organizing projects, training, and conferences on community and economic development issues in Hawaii and the Pacific islands. As a management consultant, she advised and trained nonprofits in Hawaii and in the Pacific islands.

Diane spent eight years at Maui Community College as the Coordinator of Economic Development. While there, she developed training programs for business and industry, secured funds to establish VITEC (Visitor Industry Training and Economic Development Center), helped create Maui's Small Business Development Center, and managed the installation of the state’s first distance education program. She served on several nonprofit boards, including the Maui Coastal Land Trust, Maui County Workforce Investment Board, Maui Chamber of Commerce, and Maui Economic Development Board.

Rayne Regush
 
Rayne Regush brings to KPAA over twenty years experience in the non-profit sector providing high level executive support to senior management and project coordination.  Since 2003 she has served on the Sierra Club, Kauai Group Board as Secretary. Rayne serves on the County of Kauai Citizens Advisory Committee for the Kapaa-Wailua Development Plan Update.  She is also Board Chair of the Wailua-Kapaa Neighborhood Association.  Rayne is an advocate for historic preservation and volunteers with the Kauai Historical Society.  She was instrumental in bringing to completion the Kapaa Japanese Stone Lantern Restoration project, a volunteer effort of several Leadership Kauai Class of 2006-2007 participants. Rayne is also active in community issues related to land use, sustainability, conservation of Kauai’s natural resources and agricultural lands, and environmental justice.  
 
Thomas Noyes
 

Thomas Atkin Noyes is KPAA Project Manager for the Napali Trail Restoration Project.  He began his career on Kauai teaching arts & crafts for Hale O`pio, a youth home, starting in 1975. In 1977 he opened the Pottery by Thomas studio in Grove Farm’s Puhi equipment yard.  Pat Griffin (his wife) and Noyes joined forces and opened Griffin Noyes Associates Creative Advertising in 1985.  Clients included the Hyatt Regency Kauai, Grove Farm Homestead Museum, Wilcox Hospital, Kauai Electric, Gaylord’s Restaurant, the Kauai Film Commission, CyberTel Cellular, Ameritech Cellular, and Cingular Wireless.  In 1995 Noyes accepted a position in marketing with Ameritech Cellular Services on Kauai, and continued to work in Kauai’s cellular industry through the 2003 purchase of Cingular Wireless’ Kauai holdings by AT&T Wireless.

 

Committed to supporting community-based efforts, Noyes assisted with the building of the Kamalani Playground and the Kamalani Kai Bridge.  Noyes presently works with Kaua‘i Planning & Action Alliance managing projects in Koke‘e and Napali State Parks, and volunteers his services as the General Coordinator for the Friends of Kamalani and Lydgate Park and as the secretary for Kauai Path, Inc.’s board of directors. He resides with Pat and his son Emory Griffin-Noyes in Wailua Homesteads. 

 
Diane (Dee) Rosenkranz
 
Dee Rosenkranz is KPAA's Director of Fund Development and Communications, handling grantwriting, donor relations and outreach. Previously, she was the Recycling Specialist with the County of Kauai.
