Priority goals were selected by KPAA's membership in April 2003 and June 2007. Criteria for goal selection include: importance to the community, opportunities for support, and likelihood that focused planning and targeted action will achieve results within two to four years. Track areas determined to be important to the community to determine Kauai's progress in fulfilling the vision of the Kauai General Plan 2000 and provide this information every two years to decision makers to assist in planning and policy-setting.
Bring stakeholders together to find funding and other resources to improve and maintain existing county and state parks.
Growth Management Tools and Strategies
Research growth management strategies and tools used in the U.S., especially in rural communities, that have proven to be effective in aligning growth with community vision and the General Plan, in order to provide new tools for planners and the community.

Assess Kauai's Sustainability
In collaboration with groups involved in sustainability activities, prepare an assessment of Kauai's sustainability and identify and promote opportunities for focused action to increase self-sufficiency and resilience.
Traffic Mitigation
Form a public/private consortium to promote traffic mitigation strategies, including road improvements and transportation alternatives.
Expand Affordable Housing
Bring stakeholders together to explore and implement options to expand affordable housing for rent and for purchase.

Substance Abuse Reduction
Support County of Kauai efforts by providing a forum for centralized planning, action, communication, and networking related to drug use demand reduction, treatment, community integration, and drug prevention.
Support Public Education
Bring business, government, and community together to identify specific ways that families and community can get involved in public education and find specific concrete ways to make this happen.
