KEO is a private, non-profit community action agency incorporated in 1965 as a result of the formation of the National Office of Economic Opportunity and its efforts to eliminate poverty. For more than 44 years, KEO has provided a wide range of health, social service, and educational services that help to alleviate the conditions of poverty and allow disadvantaged individuals and families to attain social and economic self-sufficiency. KEO currently administers over 25 programs that target Kauai’s low-income individuals and families which include homeless outreach, emergency shelter, transitional housing, childcare, mediation, after school, elderly nutrition, energy and emergency assistance.
